An imaginary international connection specified by the CCITT to enable admini- strations to study the possible effects on overall transmission quality of changes in the planning parameters of their national networks. Such a model can also be used to test national planning rules against any performance criteria recommended by the CCITT for national systems. Various types of reference connection are specified according to length and the kind of service provided.
